How to Read an INCI List: Decode Skincare in 5 Minutes

Most people read a skincare label the way they read a nutrition panel: they glance at the front, trust the marketing, and ignore the small print on the back. That small print is the INCI list, and it is the single most honest piece of information on the whole package. Once you know how to read it, you can tell in a minute whether a serum is mostly water and silicone or whether it delivers the active it advertises.

This guide gives you a repeatable method: the three rules that govern every list in the EU, the UK and the US, the one trick that separates a real active from a marketing sprinkle, and the things the list will never tell you. By the end you will read a label like a formulator, not a shopper.

What an INCI list is and why it matters

INCI stands for International Nomenclature of Cosmetic Ingredients. It is a standardised naming system so that "vitamin C" is written as Ascorbic Acid, "water" is written as Aqua, and a plant extract carries its botanical Latin name. The point is consistency: a product sold in Paris, London and New York carries the same ingredient names regardless of the local language, which is why you see Latin and chemical names rather than friendly marketing words.

This naming is not optional. In the European Union, the full ingredient list has been a legal requirement on cosmetic packaging for decades, and the current framework is set by Regulation (EC) No 1223/2009, which governs every cosmetic sold in the EU and, in mirrored form, the UK. In the United States, ingredient declaration on cosmetic labels is mandated under federal law, with the order and format specified in 21 CFR 701.3, the Code of Federal Regulations section that tells manufacturers exactly how to list what is inside.

Why does this matter as a buyer? The front of the package is advertising and the back is regulation. A brand can print "powered by vitamin C" on the front while the actual ascorbic acid sits in position 14, at a fraction of a percent. The INCI list is where the marketing claim meets the formulation reality.

Understand the list and you stop paying for words. You start paying for formulas.

The three rules that govern every ingredient list

Every INCI list on earth follows the same three rules. Learn these and you have the structure that everything else hangs on.

Rule 1: ingredients are listed in descending order by weight

Down to a 1 percent concentration, ingredients must appear in order of how much of them is in the product, heaviest first. The first ingredient is the most abundant, the second is the next most abundant, and so on. For the vast majority of leave-on products such as serums, lotions and creams, the first ingredient is Aqua, which means water. That is normal and expected. Water is the base that carries everything else.

The practical takeaway: the higher up an ingredient sits, the more of it is in the bottle. A "hyaluronic acid serum" that lists Sodium Hyaluronate in position 9 contains a token amount of it. A retinol cream that lists Retinol in position 3 is a serious formulation. Position is the cheapest signal you have, and it costs you nothing to read it.

Rule 2: the 1 percent line changes everything below it

This is the rule almost nobody knows, and it is the most useful one. The descending-order requirement only applies down to a concentration of 1 percent. Once an ingredient is present at 1 percent or less, the manufacturer can list it in any order they like. Below the 1 percent line, position no longer tells you anything about quantity.

So how do you find the line? You look for the marker ingredients that are almost always used below 1 percent. Preservatives are the classic flag. Phenoxyethanol is a workhorse preservative whose maximum permitted concentration in the EU is capped at 1 percent under the cosmetics regulation, with its profile recorded in the EU's CosIng database entry for phenoxyethanol. When you see phenoxyethanol, or fragrance (Parfum), or a chelating agent like Disodium EDTA, you have almost certainly crossed into the under 1 percent zone. Everything after that point is present in trace amounts, listed in an order the brand chose.

This single rule defuses a lot of marketing. A brand can put a buzzy extract right after the preservatives so it looks prominent, when in reality it is sitting below 1 percent at an amount too small to do anything. Find the 1 percent line first, and you instantly know which ingredients are real and which are decoration.

Rule 3: naming follows a fixed convention

Plant-derived ingredients carry their botanical Latin name, often followed by the part used and the word "Extract" or "Oil". So green tea appears as Camellia Sinensis Leaf Extract, not "green tea". Synthetic and chemical ingredients carry their chemical INCI name: niacinamide, glycerin, dimethicone. Colourants in the EU use a CI number (Colour Index), and in the US the same colours often appear under FD&C or D&C names. Knowing this stops you from panicking at scary-looking chemical names that are simply the formal version of familiar ingredients.

The 80/20 trick: the first five ingredients

Here is the shortcut that does most of the work. The first five ingredients on almost any INCI list make up the large majority of the product by weight, frequently in the region of 80 to 90 percent of the formula. That is where the base, the texture and the bulk of the actives live.

So your first move on any label is to read only the top five. If you see Aqua, a couple of emollients or humectants such as Glycerin and a fatty alcohol, an emulsifier and maybe one active, you understand the product's skeleton in seconds. A moisturiser whose top five are water, glycerin, a silicone, a fatty alcohol and a plant oil is a competent, hydrating base. A "brightening serum" whose top five contain no brightening active at all is selling you a hydrating base with a story attached.

This is also how you compare two products quickly. Put two vitamin C serums side by side and read the top five of each. The one that lists L-Ascorbic Acid high up is a genuine vitamin C product. How to spot the hero actives and estimate their strength

Once you have read the top five, the middle of the list is where the interesting actives usually live. In a well-built serum, the headline active often sits somewhere between position 3 and position 8, above the 1 percent line but below the base ingredients. That positioning tells you it is present in a meaningful amount but is not the bulk of the formula, which is exactly where most actives should be.

You can go one step further and estimate concentration. Many actives have a known effective range and a known typical formulation range. Niacinamide is usually effective from around 2 percent and is commonly formulated between 2 and 5 percent, so if niacinamide appears just above the preservatives it is probably in that range. Retinol is typically used between 0.1 and 1 percent, so it will almost always sit lower on a list than a humectant like glycerin even in a strong product, simply because you do not need much of it. The judgement call is this: an active above the 1 percent line, in the middle of the list, is doing real work. The same active below the 1 percent line, tucked in after the preservatives, is almost certainly a label claim rather than a functional dose. You will not get an exact percentage from a label. But you can reliably sort "formulated to work" from "formulated to be advertised", which is most of what matters at the point of purchase.

What the INCI list does not tell you

The list is honest, but it is not complete. Reading it well also means knowing its blind spots, because brands exploit them.

First, the list says nothing about ingredient quality or grade. Two products can both list Tocopherol (vitamin E), but one might use a cheap, partially oxidised raw material and the other a stabilised, high-purity grade. The INCI name is identical. The performance is not. The label cannot show you this difference.

Second, the list rarely gives exact concentrations. Above the 1 percent line you get order, not numbers. A serum could list a hero active in position 3 at 2 percent or at 8 percent and the label would look the same either way. The only ingredients with mandatory disclosed concentrations are specific actives in over-the-counter drug products, such as the SPF value and active filters on a sunscreen, which in the US are declared separately in a "Drug Facts" panel governed by their own labelling rules.

Third, the list does not reveal pH, the delivery system, or how ingredients interact. A vitamin C serum at the wrong pH will not penetrate properly even with a high ascorbic acid content. A perfectly dosed retinol in an unstable base will degrade before it reaches your skin. These factors decide whether a formula works, and none of them appear on the ingredient list.

Fourth, the list can be used for "clean-washing". A brand can engineer a short, natural-looking ingredient list to signal purity while quietly relying on the marketing power of absence. A long ingredient list is not bad and a short one is not automatically good. This is also why a single dreaded word does not condemn a formula. Fragrance is the most common example: it is a frequent allergen and worth avoiding for reactive skin, but its presence in position 12 of a well-formulated cream is different from its presence in position 3. A 5-minute method you can use on any product

Put the rules together and you have a routine you can run on any bottle in a shop or in your bathroom cabinet.

  1. Read the first five ingredients. This is the base and the bulk. Decide what kind of product you are actually holding before the marketing tells you.
  2. Find the headline active. Look for the ingredient the front of the package brags about. Note its position.
  3. Locate the 1 percent line. Scan for preservatives like phenoxyethanol, for Parfum, and for chelators like Disodium EDTA. Anything after them is a trace amount.
  4. Judge the active against the line. If the headline active is above the line and in the middle of the list, the product is probably formulated to deliver it. If it is below the line, treat the claim as marketing.
  5. Check for your personal flags. Known irritants, fragrance, essential oils or specific allergens you react to. Their position tells you how much risk you are taking.
